The Angelina & Neches River Authority (ANRA) conserves and distributes water in the Neches River Basin, addressing water quality and providing water/sewer services.
The Angelina & Neches River Authority (ANRA) was created by the state legislature and is authorized to manage water resources within the 17-county Neches River Basin. ANRA does not have taxing authority and operates through service revenue. ANRA's key functions include water quality monitoring, laboratory analysis, on-site sewage facility permitting, management of water and wastewater utilities and compost facilities, water resources development, and regional water planning. ANRA manages several water and wastewater systems including Central Heights Utilities, Holmwood Utilities and Prairie Grove Utilities. ANRA also provides wholesale water service through Redland Wholesale Utilities. ANRA operates the Neches Compost Facility, recycling biosolids and wood waste into Soil Therapy products. The agency also regulates On-Site Sewage Facilities (OSSF) in certain counties and around the Sam Rayburn Reservoir. As a Clean Rivers Program Partner, ANRA monitors sites in the Upper and Middle Neches River Basin and conducts environmental investigations and education programs.
