Wichita County Water Improvement Districts No. 1 and 2 significantly contributed to the agricultural growth of Wichita County. In 1900, Joseph Kemp initiated irrigation plans, resulting in the construction of Lake Wichita. By 1913, Kemp and Frank Kell envisioned agriculture as Wichita County's economic backbone post-oil boom, establishing irrigation subdivisions.
